Improving people’s willingness to ride bicycles has become the main green transportation policy of government in world. Bikeability is an important factor affecting ride. Since urban riding environment more complex than suburbs, it necessary establish a complete bikeability evaluation framework. This study applies Bayesian BWM (Best Worst Method) and modified VIKOR develop First, this collects criteria through literature review experts’ surveys novel Second, was used evaluate relative weights dimensions. Finally, bicycle systems. The replaces relatively good concept as aspiration level, which can effectively reflect real situation. two cities Taiwan case studies demonstrate usefulness effectiveness proposed model. results show that “completeness facilities” most dimension “maintenance pavements”, “width lanes”, “separation lanes car lanes” are critical criteria.
